The project deals with the ex-ante evaluation
of the cross-border INTERREG programme in the Alpine Rhine, Lake Constance
and High Upper Rhine region. The intervention logic, consistency and policy
coherence as well as the indicator system were assessed and adjusted in
consultation with the client. At the same time, a strategic environmental
assessment was carried out as part of the evaluation. PRAC's main task was to
evaluate and revise the indicators. The consortium of the ex-ante evaluation
was led by EureConsult from Luxemburg. In 2021, PRAC was assigned to prepare
a methodology paper for the indicators feeding into the Performance
Framework of the programme.

The project with a four years horizon deals
with an examination of spatial change of functional integrated territories
(urban, peri-urban, rural). The research aims to identify evidence-based
strategies to strengthen effective policy coordination and co-operation at
local levels among relevant stakeholders. The particular task of PRAC has
been the elaboration and testing of adequate quantitative methods to assess
patterns of spatial dependence and spatial heterogeneity. Compiling the
state of the art in research, data availability and pilot studies using
micro-geographical grid data and nocturnal satellite images are at the core
of the project activities on the part of PRAC. Four larger empirical studies
were carried out. In addition to that, an analysis of spatial dependence in
the rank-size distribution of cities could be published in the prestigious
academic journal PLOS One. Apart from that, the project topic “new businesses &
labour markets” has been coordinated by PRAC.
